Apollo, Pyrite, and Will-O'-Wisp.
Apollo and Pyrite are twins, born in the late 1980s.  No one is absolutely sure what happened, but somehow both twins and their younger sister, Kate, all received powers based on light.  Apollo became strong and tough, with the ability to fly and generate lasers; Pyrite grew impossibly quick, and Will-O'-Wisp gained the ability to teleport at the speed of thought.

Background:  Shae always looked up to her brothers.  In high school, she worked as hard as Luke to succeed, and ended up valedictorian of her class.  She also excelled in extra-curricular activities.  Because her school did not offer football or wrestling for girls, Shae enrolled in dance classes, boxing, and karate, and quickly achieved national ranking.

Unlike her brothers, Shae has made a fairly thorough inventory of her family history and, almost a year before Luke's powers emerged, she realized there were significant discrepancies in what she knew about their mother.  Digging deeper, she realized that her mother was, in fact, the World War II superhero, Liberty Belle.  Shae was, understandably, flabbergasted at this revelation- for one thing, it meant her mother, who appeared to be about thirty-five years old, was in fact at least eighty years old, if not older.

When Luke's powers manifested, Shae immediately realized what was happening.  She watched for signs and also noticed when Evin's powers activated.  She guessed- correctly- how stress had triggered each manifestation; working in secret, she successfully triggered her own powers less than a week after Evin.  Noting similarities in how Evin's and Luke's powers worked, Shae also guessed that she might be able to duplicate their powers, although, to date, she has had only limited success with this.

Despite her powers, Shae never felt the same drive to become a superhero that her brothers did- she has kept her powers almost entirely secret, and prefers not to be drawn into superpowered conflicts when she can help it.  Instead, she had focused most of her energy in excelling academically and athletically.  Graduating high school, she went on to Angel Falls University with a full-ride scholarship.  She is currently studying sociology, and volunteers hours at a homeless shelter and in an after-school tutoring program.

One darker note: Shae has used her powers to kill a person quite deliberately on at least one occasion.  When her ex-boyfriend discovered Pyrite's secret identity and made arrangements to sell it to an interested supervillain, he failed to make the meeting.  Later investigation discovered him in his dorm room.  There were no signs of forced entry and the door was locked from the inside.  Similarly, there were no signs of struggle, although the room was covered in blood.  Apparently, Shae teleported his body halfway into his mattress.  The resulting explosion caused by two solid masses attempting to occupy the same space at the same time killed him and nearly killed Shae (see below).

Personality:  Shae is less secretive about her identity than Pyrite, although she's not public.  Partly because Shae rarely dons a costume and simply doesn't get involved with day-to-day vigilante superheroing, she has not really become well known.  Added to that is Shae's fairly direct method of dealing with people that she considers a threat to her or her loved ones: she kills them.

On a personal level, Shae is friendly and outgoing, yet always seems to be holding something back.  She is fiercely loyal, and loves her family deeply.  She has a history of making bad romantic decisions, and a curious blind spot for charming con men.  Shae is entirely capable of holding a grudge for a long time, although she is unlikely to lash out at someone just because she's angry or unhappy with them.

Shae has a strong desire to be independent, and so rarely asks her family for help.  On the other hand, she's very quick to aid her family whenever she feels that she is capable and has something to offer- and this applies both in costume and out of it.  In fact, particularly observant people might notice that Will-O'-Wisp rarely appears except when Apollo or Pyrite are in immediate danger.

Powers/Abilities:  Without activating her powers, Shae is a normal young woman in excellent physical condition.  She is stronger than she appears, having trained with weights for many years to help her in her other activities, and she is both a naturally talented and exceptionally skilled martial artist.  Shae is a senior in college, this year, and spends much of her time studying her course work and preparing for an independent study project among the homeless of Angel Falls.

When she activates her powers, Will-O’-Wisp becomes a body of pure energy.  Under normal circumstances, she looks very similar to how she would otherwise appear, with the exception of a faint, silvery aura that surrounds her.  In full daylight, this aura is nearly invisible.  Will-O’-Wisp can cause her body’s colors to fade through concentration, making her seem to disappear in bright light and to diffuse into little more than a variance in luminosity under darker conditions.

As a body of pure energy, Will-O’-Wisp bears a closer resemblance to gamma radiation than to regular light, and is capable of phasing through most solid objects.  By a similar token, while her powers are active, Will-O’-Wisp is essentially immune to most forms of attack including physical attacks and most forms of energy.

Will-O’-Wisp can expend her energy in order to teleport herself or another target that is willing or, at least, not actively resisting (Will-O’-Wisp cannot teleport any sentient creature that does not wish to be teleported)- doing so places a strain on her, similar to a physical strain, and doing so too often can incapacitate her.  Generally, Will-O’-Wisp can teleport no more than five times in an hour, becoming weaker after each teleport.  Regardless, Will-O’-Wisp rarely uses this ability, as she is capable of flying, albeit at much slower speeds- roughly equivalent to Apollo’s maximum speed of Mach 1.

Will-O-Wisp has recently figured out that she is capable of channeling the energy that composes her body in a few fairly noteworthy ways.  Use of these powers is significantly draining, although the worst effect that Shae has suffered as a result has been an inability to resume solid form.

First, Shae can generate blasts of pure kinetic force.  At close range, these can be quite powerful, on the order of thirty tons of pressure with a single strike at a distance of five feet; as the distance increases, the blasts become dramatically weaker, so that by the time the distance has increased to one hundred feet, the force is roughly equivalent to around three thousand pounds of force.

Second, Shae can create an actual force field; similar to her force bolts, this creates a physical barrier that is quite powerful when in close proximity to her energy body, but rapidly loses strength the further from her form she manifests it.  At its strongest, it is more than sufficient to ward off all but the most powerful of attacks, shrugging aside hundreds of tons of force without structurally weakening; in theory, Shae could manifest the forcefield around herself and another two or three people in close proximity and shelter them from a mountain collapsing on top of them.  The reality, of course, is that while it would prevent them from being crushed, it would not then provide them with air, nor would it allow them to tunnel out, since the field cannot exert active pressure in excess of what Will-O-Wisp herself can.  At a distance of fifty feet, the field can still stop bullets, even those fired from a heavy duty sniper rifle, but more force than that causes catastrophic failure; at a distance of a hundred feet, the field can barely shrug aside the force of a well-thrown punch.

The final power that Shae has discovered is, perhaps, the most fascinating; Shae can generate a field around herself that completely negates inertia and kinetic energy.  This has the effect of making most projectiles utterly ineffective against her, as they simply drop out of the air, failing to connect with her at all.  More interestingly, it also means that Shae, herself, can become utterly immune to the effects of inertia, allowing her to turn and maneuver without having to slow and to go from rest to full speed with nearly instantaneous acceleration.

Both field effects can vary is shape and size, but cannot exceed approximately five hundred square feet.  She may maintain multiple fields of the same or different types, but, again, the combined surface area of all of the fields cannot exceed five hundred square feet.

Unlike her brothers, Will-O’-Wisp can maintain her energy body and aura indefinitely so long as she is not teleporting.
The most dangerous- and least active- of the Light Brigade, Will-O'-Wisp.

Interesting most intriguing~ Could cause problems if she fought ol' Dynaia I think.
